Richard Tenney

Deputy Branch Chief, Technical Assistance Branch
Cybersecurity and Infrastructure Security Agency


Mr. Tenney is the Deputy, Interoperable Communications Technical Assistance Program (ICTAP) Branch, CISA Emergency Communications Division. Since 2009 he has managed technical assistance and strategic planning for emergency communications for 56 states and territories to promote interoperable and enhance public safety emergency communications. During his tenure he has served as Acting Branch Chief and as Chief of the legacy Regional Coordinators’ Branch, now part of the ICTAP Branch. During his tenure he has supervised or managed approximately 1700 technical assistance and strategic planning events supporting all states and territories and increased technical assistance offerings from 20 to over 60 discrete services including NIMS ICS Communications Unit related training classes that have reached thousands of public safety professionals. In collaboration with other CISA elements, he has led technical assistance efforts to support awareness and education of PSAPs and 9-1-1 functions about cyber threats to their operations, especially ransomware. Prior to joining DHS, Tenney was a private sector executive for IT and telecommunications consulting several firms in Northern Virginia. He served as in the USAF as special agent/counterintelligence officer. Tenney holds undergraduate and graduate degrees from Georgetown University, University of Maryland and Troy University. He is a 1983 graduate of Air Command and Staff College, has completed CISSP training and holds a professional certificate from Georgetown in cybersecurity strategy and policy.
