After 32 years in public service, Lt. Col. Sands (ret.) founded the Sands Consulting Group.
His portfolio of services is diverse and includes consulting services on mission-critical communication systems (LTE Cellular and Land Mobil Radio) and lobbying at the state and federal levels.
Prior to his retirement from the public sector, Lt. Col. Sands served as a Deputy Director of the Michigan State Police and commanded the Field Support Bureau. He was responsible for the effective management of major portions of the department and assisted the Director with policy formulation, strategic planning, and determining the course of direction for the agency. He provided executive direction and leadership in the areas of emergency management, homeland security, forensic science, traffic safety, and state 911 administration, regulation, and public safety communication interoperability. In addition, he served as the Chair of the Michigan Public Safety Communications Interoperability Board.
Prior to this position he commanded the Field Services Bureau providing executive direction and leadership to over 1,800 enlisted and civilian employees.
Prior to this he served as the Deputy State Director of Emergency Management and Homeland Security for Michigan. In this position he was responsible for the statewide management and administration of emergency management and homeland security. He directed and coordinated the state’s response to numerous gubernatorial and presidential declared disasters.
In 2011, he was a member of a select team which helped develop and implement Governor Snyder’s vision for Michigan to be a national leader on cyber security.
He has served in numerous command positions in uniform, investigative, licensing, regulatory, and State Fire Marshal capacities.
He held a Top-Secret security clearance with the Federal Bureau of Investigation and has served on or chaired many national, regional, and state committees.
